First, check the water inlet filter where the garden hose attaches and make sure nothing is clogged. Second, use a small wire (or an inexpensive pressure washer nozzle cleaning tool) and make sure nothing is lodged in the spinning nozzles- it's possible that a very small piece of dirt or debris is preventing the surface cleaner from operating properly.
