We have strict quality controls in place, so it's unusual for a package to leave our plant without the proper amount of product in it. We fill our bottles by weight, not volume, to ensure you receive the exact amount we advertise on the package. With that said, we do leave a bit of space at the top of each bottle. It may be helpful to know that industry standards require all shampoo and conditioner bottles to leave 10% of the bottle empty, which helps prevent the bottle from splitting open during transport. I’m also sorry this product did not meet your expectations on how well it cleans. However, this doesn’t mean that the product isn't working, and I would love to shed some light on why this may be happening. It could be because enough shampoo wasn't used, or your area has hard water which may cause it to lather less. Also, it may not lather well if you don’t wash your hair every day. I would recommend Washing your hair with a clarifying shampoo to remove excess product and dirt/grease.
