Greetings, Terry, thanks for connecting with Swiffer and sharing your experience with your Swiffer Duster Refill and Handle. Every Duster and Handle should be in the best condition possible when you receive them, however, their 'fluff' may need to be reinvigorated. Put an end of the Duster in each hand, and rapidly move your hands up and down, in opposite directions. By doing this, you'll notice the fingers on the cloth will poof out, increasing the surface area of the Duster, providing you with a great clean.
