I’ve purchased these boxes of chips at least a dozen times over the years. And, generally, the bags are sealed and fresh. Occasionally you do get a bad box. The most common manufacturing problem seems to be incomplete seals on the bags. Top or bottom seals of individual bags aren’t quite closed leading to stale chips. I personally don’t like opened packages so I usually tossed those bags. There could be quite a few. Once I did get a sealed box that looked like someone stepped into the middle of it: burst bags, chips everywhere. It was a mess. Threw out about two thirds of those bags. So, most of the time you should get what you expect but bad bag do occur.
