Every package of Charmin Ultra Strong features two thick, strong plies of tissue that work together, providing you the security we all expect from our red-wrapped packages of Charmin, Mic. We're wondering if you happened to pick up a pack with plies that aren't connected, as what you've described isn't what we expect. If this is the case, try realigning them by unraveling about 5 squares from the roll. Separate the two layers and flip the top one back over the top of the roll.
