Just bought a pack of 165 at Sam’s for 4th of July and they burn in 30 seconds and stink up the entire house

Just opened a new package of these plates and was shocked to see that the plates appear to be dirty. No one would want to use them. Not sure what the black on the plates is but I will be returning them.
