How can I count the ways...short handle, wet pads that don't stay in place, wet pads either too wet or too dry. I haven't been able to use it all all.

I just bought a Swiffer Dry/Wet Sweeping Kit. I went to assemble it together to find that it stands about 28 inches tall when assembled. What in the world is this? I'm missing a part?
