Extra Box Tops not on wrapper :-(

I ordered these in a large quantity for the extra 24 box tops that were to be on the outside wrapper. I was very disappointed when I received my order and neither of the 2 - 12 packs that I ordered of Kleenex had them on. Is there an explanation for this as the picture on line still shows 36 boxtops per 12 pack, I got the 12 I cut off.
