I bought these a time back. And would like to purchase more. But the are in house only. Why has that been changed?

I have purchased these in the past for my kids. 6 cookies per package. Just opened a box for school lunches, and not all the packages are filled. Many have 4 in there. Fraudulent advertising it seems….
