Mostly repurposed older carrots

Been buying these for years here (at Sam's), more often than not (literally), these seem like a mix of fresh carrots mixed with repurposed carrots. Meaning they take fresh whole carrots, whittle them down to baby size, and then take older returns, cut off slimy dead stuff, whittle down what remains and use it as filler for the fresh carrots. The carrots have a tendency to go slimy long before the bag's expiration dates, which leads me to believe they're full of these filler repurposed store returns. If they're not really fresh, they're also probably not really organic.
