When the table is new, the clips holding the legs to the table shut are tight. Just pull hard and it will open. Don't worry about hurting the table, they are tighter when they are new but loosen up over time.

To allow for height adjustment of the table, the leg design requires a very small amount of clearance between the tubes so that they will easily slide past each other. It is this small clearance that results in the slight wobble. Some side to side movement is normal and will generally be more noticeable the higher the table height.
