My son used this for swimming in the pool. They are easy to pull up and down. They fit snug enough that they do not leak.

we love these. we keep some in the car for swim time and use them for swim lessons throughout the year

There smallest size is 16lbs and my daughter is just a little bit smaller than that. We still purchased them but they were a little to big for her.
