16" foil balloons did NOT float

Only 1 round foil balloon would float out of 5 that I tried. The 4 others were 16" foil #s and they fell to the ground immediately. The round foil floated to the ceiling until I tied a simple string of curling ribbon on it then it became TOO HEAVY and it too hovered on the floor. Returned for a full refund.
