Need Dispenser

I bought a case of these (5000) for use in my Deli. UNFORTUNATELY, the local health inspector would not allow me to use these since they are not individually wrapped. I have not been able to find a proper dispenser to use since it appears that the standard size for a stir is around 5 1/4 ". So now I'm stuck with 5000 stirs and unable to use them.
