Misleading photo or lazy bakers?

Cake in picture looks great. Cake in real life has none of th details on top. They hand you a “deco pack”, so we assumed the designs would come from that as a DIY, which we understood. Opening the deco pack, it’s a house and three figures. End result is VERY disappointing compared to the photo online.
