As for the can not being full, be assured there still should be the amount indicated on the package. In order for the product to dispense, there needs to be propellent. We're glad you let us know and share your report with our Quality team.The liquid product in the Febreze Air can is sprayed out of the can with nitrogen, a natural propellant. Once the nitrogen has been emptied from the can, the aerosol spray will not work, and any remaining liquid product will be left in the can. For best results, hold the can upright and spray the air in a sweeping motion from side to side.Never spray or tilt the can down towards the ground. Doing so - even just one time - can accelerate the loss of the nitrogen propellant needed for dispensing. We expect all of our AIR Fresheners to spray perfectly when used as directed, since they go through several quality checks on their way out of the plant, so we're disappointed to hear this!
