The shelf works as a shelf, but it will only work with the plastic totes from Sam's Club. You cannot use the totes from other big box stores, etc.

Fixed space between the selves is 14.6" and the Members Mark 27-gallon tote is 14.3" tall. Unfortunately, some other brands or sizes of totes may not fit properly.
