ActionPacs™ are formulated to start dissolving as soon as they come in contact with water, it sounds like they may have been exposed to moisture or humid conditions. If two Cascade ActionPacs™ are stuck together, do not try to pull them apart as they may split or tear open. Do not use multiple pacs in one load.
