Soil pH must be between 5.5-7.5 for fertilizer to be absorbed by the grass. You may wish to perform a soil pH test. If the lawn is dormant, it will not absorb the fertilizer or respond to it. The lawn should be receiving at least an inch of water a week. If the lawn has thatch over a 1/2" thick, the product cannot reach the roots.
